English language proficiency certificate: 

(a) Level C1 or higher (e. g. Cambridge: CAE, CPE, etc.) 

(b) ITOEFL with an overall score of at least 88 and individual scores as follows: Listening: at least 17, Writing: at least 17, Reading: at least 18, Speaking: at least 20.
